Summary
In response to growing population and increasing traffic congestion, plus a greater demand for active
transportation options, the City of Owen Sound and Grey County are preparing a Transportation Master Plan
for Owen Sound that will guide the development of its transportation system over the next 20 years.
A Transportation Master Plan is not simply a traffic operations study. Its focus is on all modes of travel,
including cycling, walking and transit.
In anticipation of undertaking the Transportation Master Plan, the City will develop a Terms of Reference
to define what exactly should be examined. Typically, a Terms of Reference is developed by municipal staff
with little if any input from the public. The City of Owen Sound took a much bolder approach. In order to
understand what needs to be examined in the Transportation Master Plan, who better to ask than the
residents who commute to and from the Owen Sound on a daily basis?
In response to this bold approach to develop the Terms of Reference, the City engaged 70 residents, business
owners, local and regional agencies and other key stakeholders in the Owen Sound in Motion Workshop, and
asked:
“What should we study in the Transportation Master Plan?”
